Francisco de la Torre initiates meetings to coordinate the processing of the Final Approval of the document of the Special Plan for the Port, whose favourable report from Puertos del Estado makes this process possible and its referral to the Council of Ministers for the authorisation of the hotel use in accordance with the determinations of the Law on State Ports.
